This free public event will help Douglas County voters make sense of the upcoming June Home Rule ballot and what’s at stake beyond a simple yes or no vote. Learn what County Home Rule means, what the Charter Commission will be tasked with, and what questions to ask county leaders now. Special guest Dr. Robert Preuhs, Professor of Political Science will join us to help unpack this complex but critical issue facing our community.

Robert Preuhs, Ph.D, is the chair of the Political Science Department at Metropolitan State University of Denver. He currently teaches democracy: U.S. and Third World, conducting political analysis and applied political research. 

We recommend reserving your spot early. 

The Douglas County Commissioners are rushing a plan to implement home rule here in Douglas County. The implications are huge and could last for decades to come.

What is Home Rule:

A New Government Structure

Home Rule allows a county to write its own charter and improve local governance but it all depends on who writes the rules and the level of transparency in the process.  However, this campaign is being touted as a push back against state law policies via lawsuits against the state of Colorado. 

It’s  a  “local constitution” that could completely reshape:

  • How elections are run

  • How taxes are managed

  • What kind of public input is required (or ignored)

  • Checks and Balances

At the May 1, 2025 Larkspur Town Council Meeting, Commissioner Teal made it clear that he opposes expanding the Board of County Commissioners to 5 because he doesn’t want Highlands Ranch to have representation that reflects our voters (link.) They know they are losing power. This is their attempt to keep it, against the wishes of voters. 

An aside, but also important, and very impressive – by knocking on specified doors in our own neighborhoods, we just elected ALL of the Democrats running for HRMD, Highlands Ranch Water, and SMFR! Canvassing works!
